I just joined a golf club and the par is 71. I played three rounds and my scores were 86, 90 and 87. I got a handicap of 22. is this Right?

You cannot get an official USGA handicap until you have at least 5 rounds (not 10 like someone else said) under your belt. Depends on the course rating and slope to estimate what you'd be. But for the sake of argument, if the rating was 71.0, and the slope was 113, you'd have a handicap of 15 at this point.

Officially, the handicap committee should not give you a club handicap for tournament purposes until you have handed in a minimum of 10 scores of which the 5 lowest will be used to determine a temporary handicap. Three will not be a basis. At our club one must have a handicap based on the best 10 of the last 20 scores in order to participate in any Net Play tournament which involves a plaque.

Handicap has nothing to do with par. To figure your handicap, we need to know the course rating and the slope rating for the course. Both of these should be printed on the score card. To greatly oversimplify the explanation, course rating tells how tough the course is for an expert golfer. Slope rating tells how tough it is for a "bogey " golfer. If 22 is correct, it sounds like it's a pretty easy course. For an "average " course, those scores would be give a handicap of around 14 to 16.

Not enough info given. One would need to know the slope and course rating to answer your question. But no, at a glance, 22 doesn't seem right.
